The implementation of space tourism will happen in several phases:

-Pioneering phase:
To describe this first phase, let us mention the phrase "space adventure travel", mentioned by Gordon Woodcock. This is a convenient phrase to describe the pioneering phase. It means, that relatively few customers will travel to space, and prices will be high. Services in this phase could be described as close to "adventure travel". Orbital accomodiation will be safe and not too comfortable.

The Mature Phase will see the falling of travel prices and the growing numbers of passengers. Orbital facilities will be scaled from clusters of pre-fabricated modules to a range of orbital entertainements.

In Mass Phase period the ticket prices will fall to the equivalent of few thousand  dollars. The number of passengers will grow from hundreds of thousands to millions of passengers per year.
Space tourism will open up the space to a wide range of human activities.(to be continued)

Space organizations will follow earth organizations. It means that most of space activities will be organized privately by individuals and companies.
Concerning space agencies, they are not too interested in space tourism developement. They continue their activities, even if public is not interested in it any more.
Anyway the public is interested in space tourism. The reasons of this are the following:

-space tourism is realistic
-space tourism is the only way to activate profitable space activities
-space tourism is the quickest way to use limitless space resources
-space life includes business forms from construction to marketing
-space tourism will have a funny side

The low-cost space vehicle development must disserve huge market where companies will make big money. These will be companies who serve these big markets. Tourists will be rich, but the majority will come out from middle class citizens, like here on Earth. (to be continued)
